2、按照《科技部 自然科学基金委关于进一步压实国家科技计划(专项、基金等)任务承担单位科研作风学风和科研诚信主体责任的通知》(国科发监〔2020〕203号)的要求,为加强我校科研诚信建设,防范学术不端风险,项目申请人在ISIS系统中提交电子版申请书后必须签署《国家自然科学基金项目申报科研诚信自查及承诺书》(以下简称《承诺书》),院系审核项目后由院系主要负责人在《承诺书》上亲笔签字盖章。
3、请务必于2021年6月29日16:00前将《承诺书》送交科发院基金办,并在线提交电子申请书,以便学校及时办理相关手续,未附《承诺书》或迟于学校通知截止时间提交的项目一律不予受理。
国家自然科学基金外国学者研究基金项目旨在支持自愿来华开展研究工作的外国优秀科研人员,在国家自然科学基金资助范围内自主选题,在中国内地开展基础研究工作,促进外国学者与中国学者之间开展长期、稳定的学术合作与交流。
1. 外国青年学者研究基金项目
2. 外国优秀青年学者研究基金项目
3. 外国资深学者研究基金项目
1. 外国青年学者研究基金项目,20万元/年/项。
2. 外国优秀青年学者研究基金项目,40万元/年/项。
3. 外国资深学者研究基金项目,80万元/年/项。
1. 取得博士学位6年以内(2015年1月1日后取得);
2. 具有从事基础研究或者博士后研究工作经历;
3. 保证资助期内每年在依托单位从事研究工作的时间在9个月以上;
4. 确保在中国工作期间遵守中国法律法规及自然科学基金的各项管理规定。

2. 具有高级专业技术职称(职务);
3. 具有作为项目负责人承担基础研究课题的经历;
4. 保证资助期内每年在依托单位从事研究工作的时间在9个月以上;

(三)以下人员不得申请外国青年学者研究基金项目:作为项目负责人获得过外国优秀青年学者研究基金项目、外国资深学者研究基金项目、青年科学基金项目、优秀青年科学基金项目[包括优秀青年科学基金项目(港澳)、优秀青年科学基金项目(海外)]、国家杰出青年科学基金项目、创新研究群体项目资助的。
(四)以下人员不得申请外国优秀青年学者研究基金项目:作为项目负责人获得过外国资深学者研究基金项目、优秀青年科学基金项目[包括优秀青年科学基金项目(港澳)、优秀青年科学基金项目(海外)]、国家杰出青年科学基金项目、创新研究群体项目资助的。
2. 申请语言为英文或中文。
3. 申报要求。申请人完成申请书撰写后,通过科学基金网络信息系统英文版在线提交电子版申请书及附件材料,无需报送纸质申请书。附件材料为申请人与依托单位签订的合同(协议)。
依托单位应对本单位申请人所提交申请材料的真实性、完整性和合规性,编制项目预算的目标相关性、政策相符性和经济合理性进行审核。依托单位应在规定的项目申请截止日期前提交本单位电子版申请书及附件材料。请通过科学基金网络信息系统上传本单位项目申请清单,无需提供纸质版。项目获批准后,需将申请书的纸质签字盖章页装订在《资助项目计划书》最后,一并提交。签字盖章的信息应与电子申请书严格保持一致。
依托单位需在提交本项目申请前完成一年一度的《2021年度国家自然科学基金依托单位项目申请承诺书》上传工作(请参照《关于2021年度国家自然科学基金项目申请与结题等有关事项的通告》执行)。
TheResearch Fund for International Scientists(hereinafter referred to astheRFIS)supportsinternational scientists whoare readyto come to China’s mainlandand conduct basic research in areaswithinthe funding scope of the National Natural Science Foundation of China (NSFC),which includes mathematics and physics sciences, chemistry sciences, life sciences, earth sciences, material sciences, engineering, information sciences, management sciences, and health sciences. The aim of theRFISis to contribute to thelong-term,sustainable academic collaboration and exchanges between Chinese and international scientists.
I. Types of Grant
TheRFISconsists of three sub-types:
1.TheResearch Fund for International Young Scientists(RFIS-I)
2.TheResearch Fund for International Excellent Young Scientists(RFIS-II)
3.TheResearch Fund for International Senior Scientists(RFIS-III)
II.Project Duration
Projects are expected to start onJanuary 1, 2022and close on December 31, 2022 or on December 31, 2023.
III.AverageAwardAmount
FortheRFIS-I, applicants can request up to 200,000 RMB per year(per project) .
FortheRFIS-II, applicants can request up to 400,000 RMB per year(per project) .
FortheRFIS-III, applicants can request up to 800,000 RMB per year(per project) .
All the fundingis direct cost.
IV. Eligibility
TheRFISis aimed at international scientists with foreign citizenship who are ready to work at Chinese hostinstitution. The host institution must be based in China’s mainland and have registered at NSFC.
Specific requirements for each sub-type oftheRFISare as follows:
1.RFIS-I
(1) Doctoral degree obtained within the past 6 years (PhD must have been obtained after January 1, 2015);
(2) Experience of conducting basic research or postdoctoral research;
(3) Commitment of working for no less than 9 months each year at the host institution during the implementation of the project;
(4) Compliance with Chinese laws and NSFC’s relevant rules and regulations while conducting research in China.
2.RFIS-II
(1) Doctoral degree completed within the past 15 years (PhD must have been obtained after January 1, 2006);
(2) Senior academic title;
(3) Experience of conducting basic research projects as Principal Investigator (PI);
(4) Commitment of working for no less than 9 months each year at the host institution during the implementation of the project;
(5) Compliance with Chinese laws and NSFC’s relevant rules and regulations while conducting research in China.
3.RFIS-III
(1) Senior academic title;
(2) Outstanding academic achievements and significant international influence;
(3) Commitment of working for no less than 9 months per year at the host institution during the implementation of the project;
(4) Compliance with Chinese laws and NSFC’s relevant rules and regulations while conducting research in China.
V.Additional Criteria for Eligibility
1.The applicantscan be granted an RFIS a maximum of once per RFIS sub-type.
2.An applicant shall only apply for oneRFISin a year.
3.The granteeof an on-goingRFIS project shall not apply foranewRFISproject.
4.If the applicant has submitted an application for any of the sub-types of the RFIS, the application shall not apply for the following programs in the same year:
theYoung Scientists Fund(YSF)
the Excellent Young Scientists Fund (EYSF,including EYSF for scholars in Hong Kong and Macao and EYSF for overseas scholars)
the National Science Fund for Distinguished Young Scholars(NSFDYS)
the Science Fund for Creative Research Groups(SFCRG)
5.An applicantshall not apply for the RFIS-Iif the applicant has beenthe Principle Investigator ofanon-going or completedproject of theRFIS-II, theRFIS-III, the YSF,the EYSF, the NSFDYS and the SFCRG.
6.An applicant shall not apply for theRFIS-II ifthe applicant has beenthe Principle Investigator of an on-going or completed project of the RFIS-III,the EYSF, the NSFDYS and the SFCRG.
7.An applicant shall not apply for the Research Fund for International Senior Scientists (RFIS-III) ifthe applicant hasbeen the Principle Investigator of an on-going or completed project ofthe NSFDYS and the SFCRG.
VI. There are Two Steps for Submitting the Proposal:
Step 1: submissionby the applicants
Proposalscan onlybe submittedonline via NSFC’sInformation Systemfrom May24to June30, 2021 (due by 16:00Beijing time). Applicants should complete online application formin English or in Chinesefollowing this guidanceand outlines for the Fundin the application form, and submit theapplication formin PDF form online. No hard copies are required.
Applicant should also submit an e-copy oftheagreement signed by the applicant and the host institutionas a supplementary document of the application form.The agreement should includebut not be limited tothe following items:
1.The subsistence cost provided by the host institutionwhichcoversthe funding period;
2.Specification ofthe working time of the applicant at the host institution during thefunding period;
The agreement should be signed andstampedby the host institution, and the applicant’s signature is required.
Before completing the online application form, all applicants should check that they comply with the eligibility requirements and ensure all necessary information is presented in the application. These requirements are strictly adhered to and applications without all the necessary information will be rejected.
Step 2: submissionby the host institution
The host institution shouldensure the applicationcomplies with the provisions of NSFC’s Regulations on Host Institutions Management.Itshould be responsible for the authenticity, completeness and compliance of the proposals and submit the application documents in time to NSFC:
1.Allproposals and supplementary documents should be submitted to NSFC before the deadline. Late applications will not be accepted.
2.The host institution should verify each item of the electronic application package viaNSFC’sInternet-based Science Information System.
3.The host institution should provide a list of all the applications when submitting theapplicationstothe Internet-based Science Information System.Incomplete documents will not be accepted.
